you say "there is an RFP by MARGARITIS".

i see no such RFP.

i REALLY hope and trust that the standard procedures
involving authorization under the MoU by the Project
Lead are not being bypassed (including bypassing
*your* own RFP system) - it would raise some extremely
serious questions should an Audit occur.
