allow me to give some background first, then an alternative proposal, and
then an answer.


MARGARITIS cannot submit an RFP. it needs to go via the Project Lead
(myself) and I have never seen it, and would reject it immediately if he
attempted it.

which begs the blindingly obvious question: what the hell is he doing
talking *TO YOU*, instead of *TO ME*, the Authorized MoU Signatory??

that he refuses to speak *TO ME*, as the Project Lead and Project
Administrator, should tell you immediately everything you need to know.

I have informed you several times, and am now publicizing it.

MARGARITIS was abusive both on NGI Search and on my mailing list, shocking
several people who witnessed his callous behaviour.

he also as an employee of ARM has attempted to sell the work he did - the
development of a jointly-developed NLnet-funded instruction written and
discussed by myself, Jacob, and MARGARITIS -  to ARM - for them to take out
an EXCLUSIVE patent, which, quite obviously, violates NLnet's "Works for
the Public Good" remit. fyi the confusion in MARGARITIS mind which led him
to believe he could submit JOINTLY CONCEIVED work is down to his lack of
understanding of the difference between COPYRIGHT Law vs PATENT Law.

(I had to put an entirely new instruction into one of the Grant
Applications Dec2023 in order to work around this abusive action, despite
that his attempt to sell our jointly-conceived *IDEAS* to ARM would be
unsuccessful or challengeable, I just did not want the hassle)

I considered both abusive incidents, one of which placed me at risk of
death, to be so bad that I flatly refuse to approve the RFP unless he
apologized and undoes the damage and harm he caused.

UNFORTUNATELY... as the Systems Administrator in the middle of slamming on
the brakes prohibiting him from causing further abuse to Project Members, I
missed the IRC Channel. iirc (bear in mind you can see exactly what he
wrote, in the IRC Logs), MARGARITIS sent a message claiming "lkcl is being
abusive", and that he was quitting the project. MIROSHNIKOV then sent an
**UNATHORIZED** message stating "yes of course you can get paid,
MARGARITIS")

MIROSHNIKOV **DID NOT SPEAK TO ME** before making this statement, giving
MARGARITIS the false impression that his abuse was excusable (or
non-existent) - and worthy of payment.

If you recall, I have asked you several times to engage Brian's Mediation
Services to resolve matters with MARGARITIS, including iirc within 24 hours
of the net abuse and blatant Charter Violations that caused me to have to
cut off his access to Libre-SOC network resources, which I was forced and
legally obliged to do, under my direct responsibility as Network
Administrator of those resources.


now, there is a simple solution here, which is unique to the 2021-02-051
grant. please bear with me:

as you are aware, 2021-02-051 was at the cross-over from the old RFP system
to the new one. you asked us to REDUCE the number of Milestones, based on
overload with managing the prior projects, but we still needed quite a lot
of sub-tasks. as an experiment we decided NOT to put 25 Milestones but
instead do 9 Milestones and have our own (internal) sub-tasks under those 9
Milestones, where the sub-tasks totalled up to their respective Milestone.

(this turned out to be a mistake which made RFP management very complex for
all of us, so we went back to full Milestone Management for subsequent
grants, but I digress)

with that unique and unusual situation as context, we have the flexibility
to do the following:

* there are sub-tasks under this Milestone,
   they are my decision to allocate (where the
   *Milestone* is not, I cannot change the TOTAL
    of the Milestone, only the allocation of
    *sub*-task budgets)
* I can REMOVE EUR 2,750 from the sub-task
   in question (meaning, MARGARITIS doesn't
   have it because there *is* no budget for him
   to have)
* I can create a NEW sub-task of EUR 2,750
  "documentation for Milestone"
* I can write a documentation report for the
   *MILESTONE*

the total amount of the MILESTONE will NOT change. I therefore do not need
APPROVAL from you to do this, and you do NOT need to seek permission from
the European Commission... because the MILESTONE amount will not change,
and neither will its description/purpose.

I came up with this plan about seven weeks ago but have not been able to
discuss it until now because there was no 2-way communication.

unfortunately I only have 1-2 days to write such
a report, which is technically still achievable, but
I really wish it could have been done seven weeks ago, around the time when
I had another of the many PRIVATE conversations with Michiel about the
abuse MARGARITIS engaged in.


so now my answer: given that MARGARITIS's abuse is an ASSAULT, this is a
CRIMINAL offense. so if you pay him the money, then technically you are
funding criminal activity. under such circumstances, I would - very
reluctantly - be forced to call the Dutch Police and inform them that I am
aware that a crime has taken place (funding of criminal activity, which is
itself a criminal offense).

I am so sorry that you are in the middle of this. it is about as extreme a
situation without someone actually dying as it can possibly get, being so
"unbelievable" that the lack of belief *itself* has resulted in me being
further abused, tortured, and assaulted by people calling themselves
"professionals"!

fortunately I am now taking massive doses of L-Lysine and Vitamin C,
amongst other things, L-Lysine being known to help fix vascular damage (by
stopping arterial calcification)

which helps with blood supply to my brain and other organs. yes, really:
the blood supply inside my **BRAIN** has been DAMAGED by Domestic Verbal
Abuse.

the problem is, I only found out about L-Lysine around six weeks ago so
have only just begun to see the beginnings of its beneficial effects.

but stress and distress *definitely* still is a serious risk, as I still
have PTSD and other organ damage (adrenal gland amongst others) which I
have not yet investigated how to fix.
