that was part of the decision-making BEFORE those grants were even written,
let alone submitted.

they need to bear in mind that ALL discussion has been public, not "when
the grant is approved we start making it public" - EVERYTHING is public [1]

so during the evaluation process of DECIDING what to put under the NGI
POINTER grant *APPLICATION* and what in the 2021-08-071 grant *APPLICATION*
I made the decision to move some equipment from one *APPLICATION* to
another.

     to engage in fraudulent double-counting???

we would need to be terminally stupid to attempt such! :)
