You keep prohibiting me from doing that and place me into deep shock and
distress, for four weeks now, impacting my physical health and recovery
from Chronic Adrenal Fatigue.

SV is a concept that applies to *ANY* ISA.
it has nothing to do with the SCALAR ISA
whether it be x86 ARM m68k or PDP/11.
And SV is an *API* - a specification - not even a piece of software, let
alone a piece of hardware

again I remind you that there are at least half a dozen implementation
methods that I alone have conceived as possible, and it it is entirely the
responsibility of the hardware implementor to work out
IBM solves this problem by having an absolutely massive patent portfolio.
Hence why Power ISA was picked as a first main example. The entirety of the
Power *SCALAR* ISA is covered by IBM, smashing all and any objections
regarding patent infringement. anyone attempting to sue a licensee of Power
ISA gets the full weight of IBM's portfolio behind them.
there have already been patent infringement cases involving RISC-V as the
portfolio is hopelessly inadequate and far too new.
certainly not in markets rife with frivolous software patents (e.g. the

there is no issue so there is nothing to control.

there is no issue.
