whilst jacob got the new "pcdec." instruction up and running,
i added data-dependent fail-first for arithmetic operations.

the combination is to allow "sv.pcdec./ff=RC1/vli" to run a
huffman-decode loop, stop at an overflow point, and allow for
manual (sequential, scalar) intervention.

for code-trees up to 5 bits this should be extremely fast.
