[Libre-soc-dev] RED Semi doing RFPs following procedure (now) on IRC channel

hi all sorry for the ridiculously short (real-time) notice, we're
going to do a walk-through - to be documented - of an RFP
by following (and therefore testing) the procedure outlined here
which we reviewed on tuesday and have been discussing
in the bugtracker https://bugs.libre-soc.org/show_bug.cgi?id=1233

the idea is that the documented walk-through can be placed
actually into the submission guide (including links to its IRC
logs) so that other people can follow it in future.
