i did some more "spelling things out" (repetition)

for grant purposes it turns out to be necessary to "state the
obvious", shall we say, it means repeating things that seem
redundant and... how can i put this... any "normal" developer
would go "what the hell is that all about?? i don't care about
this *at all*!?!" such as "yyeah the milestones got done
100%", a developer will go "wtf" :)

but we get forced to make these stupid kinds of obvious
declarations, poisoning the project's documentation,
and sadly it is due to the sudden blatant mistrust shown by
NLnet after all these years.
