actually 16.3 million, the EU put a 25% Management charge on top.

some stunning numbers: it is 1,500 man-months, over 120 years of work, excluding compilers which is another 12-20 years.  

i also included an extra EUR 5m for NLnet to run an entire new set of minigrants.

hey if the EU are going to have these things online, we might as well ask.
