it is actually not designed to be "navigated".  it is designed to kep
notes, and information, as an aide to developers.

look at this page for example:
https://libre-soc.org/openpower/sv/implementation/

see how it cross-references progress across multiple completely separate
projects? an how it lists the bugs associated with each?

now go to one of those bugs.  how about this one
https://bugs.libre-soc.org/show_bug.cgi?id=583

see the URL, how it links back to the page?

then, in the actual code, is cross-references to bugs and to wiki pages.

so this is how and what the wiki is for. it is to provide context and links
to documentation and working knowledge.

remember there is "sitemap".

also remember, you cannot move or rename pages without a massive review
because of the extensive crossreferencing.
