thank you jacob for adding setvl yesterday, i added the pseudocode to the
wiki and a couple of unit tests.

next it can be added as a pipeline.

i am actually wondering if, given that SVSTATE is a peer of MSR, if it
might be better to add mfsvstate and mtsvstate.

thoughts?
