i am reorganising the logical pipeline so that XER SO is passed in, to go
into CR0.

i think this is probably the primary reason why the tests against microwatt
are not the same.

i will also make it possible to read XER via the FMI interface.  i cannot
get CR but if i can get XER at least changes to SO, OV/32 and CA/32 can be
tracked.
