yesterday:

* worked out that regfiles (and associated buses) are too large to fit
in a 45k ECP5, created a "port contention" system for the read port

today:

* did the same thing for write.  the number of LUTs is now down to
37,000 for test_issuer.il *but* this still might not be enough for
litex (which is verilog).

rest of day:

* continuing investigating getting number of ports down (number of
LUT4s) however this might not be straightforward
