it's a trivial enough change that he can do it if it's blocking his progress,
if not, i'll do it later.

iirc it's mostly that the RFC has some new lines that improve formatting (by
matching the pseudocode it's based off of). our pseudocode parser *couldn't*
parse empty lines when I wrote that (i'd guess it still can't).
