keep this bugreport on topic and in scope. you are making me
angry by not respecting that we have to FOCUS on meeting our
obligations and committments to NLnet on a hard immovable
deadline.

back to the topic for which this SMALL budget is intended:

swapping svindex SVd and offset is too much, and too disruptive.
it will need its own budget and to be Scheduled for an atomic
change including and especially binutils.

so this means it is free and clear to do svshape3 and 4, but
with temporary operand positions.

can you get that done as quickly as possible?
