Just to clarify.
fminmax is in TODO because not yet present in openpower-isa repo (thus there's
no etalon for binutils)
minmax IS done; it's just minXX/maxXX instructions need redoing (but it has not
been mentioned in the task, I found it occasionally in IRC, perhaps it's
mentioned somewhere else)
