swizzle has morphed into a pair of mv.swiz and fmv.swiz instructions,
with the same Pack/Unpack RM EXTRA mode bits as mv.vec from bug #851.
unlike mv.vec which is pure "RM Mode" only (on top of standard mv)
this is a pair of actual Draft Scalar instructions that then have a
Scalar Variant in order to pass being proposed to the ISA WG.
