to give some idea of the significance, here: in the VERSA_ECP5 builds
i am doing right now, pipe1 of shiftrot came up on the critical path,
barely making 49.5 mhz.

the only possible way to reduce that without major redesign is to
cut the alu input stage into its own separate pipeline.

any additional gates in rotate would only force a 2 stage pipeline
and i do not consider it wise to spend time focussing on a near total
redesign of the shiftrot function unit, there are much higher priorities
