Alliance build fails on Debian 10.

When executing `make -j1 install` (1.3):

> make[2]: Leaving directory '/home/tanner/alliance/build/documentation/tutorials'
> make[2]: Entering directory '/home/tanner/alliance/build/documentation'
> cd ../../alliance/alliance/src/documentation/overview; make overview.pdf
> ...
> ! Package inputenc Error: Invalid UTF-8 byte sequence.

and in the end

> make: *** [Makefile:573: install-recursive] Error 1

I can attach more detailed output, if necessary. But considering this

TeX Live in Debian 10 is too fresh to build some pdf files.

But it seems like I can go on with `make -j1 install-exec` and `make -j1
install-data`. Am I right?
