I'm walking into this arena, to add my two cents.

Now would be a good time for Luke to reveal he is part of Operation Gladio, authorized by MI6, and NATO, which was a stay-behind operation during the Cold War for member states. Declassified in 1990 and defunct in 1994, it was rebooted after the Brexit referendum was passed and the sale of Arm Ltd to Softbank Group in 2016, amid concerns by the Conservative Party that the UK wasn't developing enough British cultural technology, and to do that, to reboot the long dormant Project Acorn (the internal codename for the 1980s BBC Micro Computer Literacy Project) using libre-soc.

Q met with L in 2019 at a secret meeting at Thames House to plan a sting operation- to get hired by a startup company and/or an EU-led FOSS group to determine if he could plant surveillance trackers on the auditing software for the IP archives to monitor for sales chatter to any multinational companies. After receiving funding by NLNet and being hired by RED Semiconductor, L fed his addw at phcomp.co.uk libre-soc-dev listserv directly to GCHQ, even though the Tempora program has already been buffering internet traffic since before 2013. 
While L believes in privacy rights, L understood that all of the UK was already subject to mass-surveillance, and decided that ensuring libre hardware and software development projects not be fragmented was more important than it to continue to be subject to the whims of stock market volatility, which in turn determined the R&D budgets of certain RISC-V startups using UNMONITORED AI software (with WIDE margins of error).

After the discontinuation of the Memoranda of Understanding by NLNet on September 1st, the Secret Intelligence Service was set to abseil a hook the top of his CAMPER van/MOTOR home for transport to Vauxhall Cross's heliport in a RAF Harrier AV-8B to be debriefed by M, but the authorization, which was granted by the SIS in 2020, expired on July 6th, 2024 and was not was not renewed by Rishi Sunak nor Keil Starmer (yet?).
