Also, I tried to be less binutils-centric and tried to stick to the
agenda "make specs for PPC and SVP64 great aga^W^W convertible into C
code".
It's true that we'll use binutils as our experiments' subject; that
said, I'd like to see the code reusable for other places (Libre-SOC,
clang, whatever).
