[Libre-soc-dev] binutils grant decoupling

Hi folks, I've started working on this. The current artefacts include
these pages:

As you see, I've mostly adopted the original binutils-riscv-centric
things into a smaller proposal, limited to PPC, and adjusted the
budgets.
