it's very simple: Michiel needs to pass the signed Ongoing MoU,
which *i* signed as the Administrator and Grant Applicant
(not anyone else) over to Bob, Director of NLnet, for
counter-signture.

that is all, ok?

so please, really: please fill in the task budgets for binutils
so that we have the answers to Phase 2 ready immediately,
otherwise some other project gets the money, because we will
be at the back of a very large queue. there were a LOT of
applications in December 2023.
