right. i have found it. it is *not* an inconsistent amount, just slightly
inconsistent records.
the amount is for EUR 1,300 which tallies with an *EMAILed* (manual)
RFP labelled "t-1" for the date 2022-12-13 of EUR 1300, paid to Luke Leighton,
when it was actually to Jacob Lifshay.

[jacob] amount = 98 submitted = 2022-06-19 paid = 2022-07-21
Andrey can you confirm the following:
* that you can see in the (secret URL) a MANUAL record labelled "t-1"
totalling EUR 1,300
* that this EUR 1,300 when MANUALLY subtracted from NLnet's
recorded amount of "EUR 1700 available out of EUR 4,000" for
Task 5 "FPGA equipment" Milestone #774 matches with the
task_db/report bugzilla #774 line:
"bug # 774 | budget 4000 excltasks 0 s,p 3600"
* that the bugzilla record https://bugs.libre-soc.org/show_bug.cgi?id=848
also matches EUR 1300
basically what has happened is that the MANUAL records are NOT
automatically-computed into the RFP system's "available" tracking,
leaving a seemingly-available amount of EUR 1,700 when in fact
the actual amount is EUR 1,300 lower than that.
if you can confirm that you have verified the above then i can lift the
freeze on RFPs, immediately.
you'll need to go to the "New request" button to see the total calculated
"Available" for each Task. you want Task 5.
