[Libre-soc-dev] freeze on all RFPs until a review of Financial Accountability has been carried out

Checked both cavatools and cryptorouter bug tracker, found no 
discrepencies (other than missing milestone for bug #1169 to be under 
#983 in cavatools). If you agree with adding a milestone to 1169, I will.

I've checked the budgets and TOML fields on bug tracker for #774 and 
found no discrepencies.
