i am bcc'ing both NLnet and Bob Goudriaan on this message.
some unauthorized changes were made to the Financial Accounting
records yesterday night, in direct violation of my clear
instructions only a couple of hours before they were made, that
under no circumstances were unauthorized changes to be made.
this means that any RFP placed can no longer be 100% signed
off (by me) as the Project Financial Administrator, as there
could be a financial accounting irregularity requesting more
money than has been Authorized by the European Union.
the two Grants affected are:
* 2021-02-052 https://libre-soc.org/nlnet_2021_crypto_router/
* 2021-08-071 https://libre-soc.org/nlnet_2021_3mdeb_cavatools/
i am therefore enacting a freeze on RFPs for both the Cavatools
and Cryptoprimitives Grants until a full audit of the bugtracker
records, comparing against all tasks listed in the NLnet RFP
system, have been carried out and double-checked.
as you at NLnet know, you trust us with the amounts of grants
that you do precisely because i have ensured that the Financial
Records are kept meticulously to the strictest standards.
i have requested that the individual responsible for the
unauthorized changes makes the corrections, followed by
double-checking EVERY budget in the RFP system against our
bugzilla records, at which point i will then double-check them.
once and only once i am happy that the records are accurate will
i let everyone know that the RFP Freeze can be lifted.
note that this is an internal matter (to Libre-SOC): it does
not affect people's ability to carry out the work, i simply
refuse to authorize RFPs *for* that work, until the results
of the full audit are known.
team: given that we have team members such as myself, Dmitry,
and Jacob critically financially dependent on NLnet Grants,
this audit takes absolute top priority above all else.
