we need to discuss strategies for not putting the 32-bit Power ISA
major opcode space under huge pressure.  this needs to happen
*before* tuesday 13th sep so that the External RFC for SVP64 can
be submitted.

input needed before then, and we need to arrange a special jitsi
meeting (sunday best, to give time for write-up on monday)
