past few days have been spent getting microwatt booting linux under
verilator.  the next stage is to swap out the microwatt core and drop
in libresoc instead: this is the quickest "least change" - *actually* drop
microwatt core.vhdl and put in TestIssuer in its place.  this can be
done in verilog so there is no VHDL or nmigen involved.
