[Libre-soc-dev] Task 939 and its subtasks

Hello folks,

Long time no see. I'm deliberately discarding this discussion, and
switching the topic.
First, this discussion is in archives anyway, so anyone can see it.
Second (actually, this should have been the first), let's stick to the
technical agenda.

I've updated the description of the main task, 939, and raised the
relevant subtasks.

There is one change I introduced for tasks below.

# Implement C-based Power ISA decoder compiler

Budget: 6000 -> 5500

It allowed me to free 1000 EUR, which I assigned to a new task:

The rest is kept the same unless I by chance did something wrong.
