[Libre-soc-dev] "microwatt_old" parameter

Tobias: you added a parameter which changed the behaviour
of the soc HDL and it's just cost two developers an entire day each,
and cost the project over EUR 2,000 to find what you did because
you didn't tell anyone you'd changed behaviour of the soc.

*please can you be more careful*

you should have added that as a run-time parameter to
issuer_verilog.py which defaults to a behaviour that does
NOT affect what everyone else is working on.

i leave it with you to add that.
