today added XICS Interrupt Controller to ls2 peripheral fabric,
in a rather large patch that needed to move some things around:
ethernet to IRQ1 for example.  this to match with microwatt soc.vhdl

also added some (currently inactive) infrastructure in the
Clock-Reset-Generator which will allow a 2nd independent
DDR3 clock to be requested/generated.  this is slightly hairy.
