i figured it was time to do a Draft 0.1 release of SVP64 (sotto voice: which justifies a Milestone for an NLnet RFP).

there's been contributions and review assistance, i believe i got most people (see TOML-formatted comment) which dates all the way back to that online review we did last year.

if anyone would like to simply be credited rather than receive NLnet donations that's perfectly fine.
