hybrid mish-mash of things extracted from VSX, pseudocode i made up, and the RISCV xbitmanip spec, where claire wolfe and other contributors wrote c as pseudocode.

crossover, found the 0.37 xbitmanip.  riscv.org official repo *may* have more up-to-date verilog ref code, haven't checked.
