just speaking with Ronny, he's very kindly taken the time to point
out that there exists an over-ride mechanism:

SETUPTOOLS_SCM_PRETEND_VERSION:
when defined and not empty, its used as the primary source for the
version number in which case it will be a unparsed string

we'll need to work out how to use it, it's not well-documented, however
at least it's not as drastic as deleting all git tags.
