upstream bugreport about kvm? might need a MVCE (minimum repro case).
might be able to ping paul mackerras and ben herrenschmidt about it.
could just be that not enough state is saved/restored over the singlestep.

good news about bitlevel.  still need qemu then, temporarily, because
we need the exact instruction failure point.
