this is now in, i also have someone from belgium who is happy to sign the
MoU.
if we get contributors coming forward over time who can help with time
analysis without conprimising the underlying microarchitecture, great.
otherwise this is of benefit in other ways.
i am still going slowly over the bitmanip primitives, in particular i am
trying to work out how to jam ternary ops and modulo-reduction
general-purpose GF multiply and add into a single v3.0B EXTNNN and still
leave space for other operations.
given that both general-GF and ternary ops are 4-operands it is a leeetle
tricky.
