[Libre-soc-dev] synchronised incremental SV development planning

i've got extended register reading in ISACaller now, for incoming and
outgoing GPRs.

SV still not "activated" (not running vector loops yet) however at least it
is still doing v3.0B which is good.

Cesar you probably saw i added some TODO notes into TestIssuer and added
SVP64PrefixDecoder.
