[Libre-soc-dev] Follow up on JTAG boundary scan test

Hi Luke,

Just want to follow up on bug 511 'Add a test of IO pins to
debug/test/test_jtag_tap.py'
<https://bugs.libre-soc.org/show_bug.cgi?id=511>, is this done or does
something still need to be fixed before 30 OCT? It looks like the unit
test is still failing so I'm leaning towards it needing some more work
but I don't really know so I'm asking you.
