I need to use them from nmutil, not just openpower-isa. iirc you don't want
nmutil to depend on openpower-isa.
how about we make a new repo, op-reference.git? (since it's useful as a
reference for more than just openpower, and i'll eventually want to put more
than just bitmanip stuff in it, e.g. fp->int javascript-style or utf-8
verifiers)
