While thinking through the things I need to do for implementing the cl*
instructions (bug #784), I realized that we should have the python reference
and test code in some other repo, such as nmutil.git or openpower-isa.git.

Then, we can add that repo to ikiwiki as an underlay, and change the inline
directives in bitmanip.mdwn to point to the files in the underlay instead of in
libreriscv.git.
I already checked that they can point to stuff in an underlay:

(no, having nmutil.git as a submodule of libreriscv.git will not work, ikiwiki
doesn't support submodules)
