done, however you'll need to let me know the directory layout before
i can add an underlay.  would it be excessive to drop the entirety
of the repo in as an underlay? i don't know, maybe it's ok.
have a think and let me know a proposed directory structure that
makes sense.  in openpower-isa i split toplevel openpower dir
(underlayed) from toplevel src (not)
