Output markdown of budget-sync for programmerjake.mdwn

I added code to generate a near-complete version of the output markdown for all
users on bugzilla who have a bug assigned to them and/or a payment assigned to
them.

The only stuff left that I want to do is to add some more unit tests for the
markdown-writing code (though I could easily be convinced that what is there
now is good enough).

At this point, this bug is around 99% completed.
