do you realize this implies phase 1 decoder will have to look at all 4 bits of
Cmaj.m to tell whether or not the encoding has an N?

and, if there are to be 16-bit insns that have M but not N, we need to
explicitly specify that M by itself takes the same meaning it does in 10-bit
insns, instead of leaving that implicit.
