Output of budget-sync

I got the budget error detecting features up and working, so, assuming there
aren't any bugs, the list of things that need to be fixed is attached.

That list is rather extensive. At the very least, we don't have any loops in
our budget tracking graph :)

I still haven't added wiki markdown parsing/synchronizing, will work on that
next.
