[Libre-soc-dev] FREEZE on openpower-isa repository

i've removed everybody's write access (read is still permitted)
whilst the screw-up on the openpower-isa repository is fully
investigated and resolved (not just as to why it happened
but how to avoid it happening again).

jacob you should not have proceeded to "fix problems" without
consultation: this is again an instance where when you think about it
in your mind as to why you acted without consulting first, the
sentence in your mind will begin with the words "i assumed".

we now have more work to do to resolve the additional "fixes",
some of which have (had) *ALREADY* been fixed as they are
(were) "work-in-progress" commits from *OLDER* work.
