sadoon as discussed on IRC yesterday you need to put 2-3 line
descriptions into the subtasks of #999. these get pulled by budget-sync
into JSON, and uploaded to the RFP backend: they have to be correct
and at present *ALL FOUR are BLANK* (because they were created as
stubs a couple weeks back).

jacob, for now you are doing ALL of the TestIssuer modifications, Cesar
does not know how the infrastructure works, he only did the FSM for
SVP64. he is part-time, you are full-time. any questions, ask on the
relevant bugreport, and we can do documentation at the same time.

it says "yes the task description shall be clarified, by greatly
simplifying it".
just put what the task is, remove ALL mention of duplication and put
instead "continuing from #972, this task etcetcetc"

please can everyone move smartly on this, both Dmitry and I are in
need of money quite soon.
