I added code-change-size estimates to most of the sub-tasks, the
exceptions being:
* adding new registers or adding load/store insns -- I have no idea
how complex that is since
  I haven't really worked on that part of the codebase, can you or
someone else fill those in?
* fptrans (except fminmax and div/[r]sqrt/rem/mod, since those are
split out and/or merged into separate tasks)
  it's just too big and low enough priority that I don't think we
should do it as part of this grant.
