[Libre-soc-dev] budget-sync output json moved

I moved the generated json to the passed-in output directory, rather
than the current directory. This is for consistency with all the other
generated files.

I'm sending this so you know to not use whatever leftover json files
you may have in your current directory, since they won't be updated
anymore.
