it may not precisely be their "fault".  can you email (here) the
output of the following commands (attachments, compressed):
or use https://paste.debian.net/ or https://pastebin.ubuntu.com/

$ dpkg -l | grep python
$ pip3 list

a vanilla chroot install failing due to a small dependency is a really
serious blocker for the entire project.

err.... there *is* no file named "VERSION" in the git repository.
what on earth??
