I suspect that the data routing dwarfing the i/o pad power draw may
only apply for the application where you'd seen those figures,
otherwise no one would have bothered with reducing i/o pad power draw.
Also, 8x256-bit for a single 32-bit interface is crazily huge, I'd
expect a lot of applications to not use that many internal data
busses, reducing power draw.
