ah fantastic.  one of the annoying things is that JTAG for FPGAs is
implementing the TAP interface itself.  *sometimes* you can hook into
this but it is still not what we need.

and that's where Staf's c4m-jtag comes in, it *actually* implements
the JTAG TAP FSM.
